Executive Biographies

William H. Oberlin
Mr. Oberlin founded BullsEye Telecom in 1999 and has been the Chairman and Chief Executive Officer since that time. Under his direction, BullsEye Telecom has become the largest Competitive Local Exchange Carrier (CLEC) in the state of Michigan. As BullsEye Telecom continues to grow, Mr. Oberlin helps provide the strategic direction into new markets, new technologies and new product offerings.

Previously, Mr. Oberlin was the Chief Executive Officer of Midcom Communications, which he joined in 1996 and played a key role in the turnaround of Allnet Communications (ALC), of Bingham Farms, Michigan. He joined ALC in 1988; by 1995 the company had tripled revenue to $900 million, when it was sold to Frontier Communications for more than $2 billion. At that time Mr. Oberlin joined Frontier, a multi-billion dollar national telecommunications company offering local, long distance and cellular services, as President and Chief Operating Officer.

Mr. Oberlin has invested in numerous start-ups and continues to be active in the management and direction of various technology ventures.

Peter LaRose, Vice President for Finance
Mr. LaRose is the current Vice President of Finance and oversees the general accounting, finance and revenue assurance teams. Under his leadership BullsEye Telecom has been cash flow positive since September 2002.

Prior to BullsEye Telecom, he has served in a number of senior financial positions, primarily in the telecommunications industry. As the Vice President of Finance and Controller at MCI he was part of the historic challenge to the AT&T long distance monopoly, resulting in the divestiture of AT&T's local service operations and the establishment of a competitive long distance industry.

Tom Tisko, Vice President of Business Operations
Mr. Tisko is responsible for the billing department and the development and support of all BullsEye Telecom's operational support systems (OSS). His team has developed many proprietary systems including automated order entry and provisioning processes.

Mr. Tisko worked at Electronic Data Systems Corporation (EDS) where he lead and managed teams of system engineers in resource allocation, technical guidance and career development. He moved back to the Detroit area when he joined World Data Delivery Systems in Southfield as Director of Operations.

Scott Loney, Vice President of Marketing
Mr. Loney is the Vice President of Marketing and is responsible for product development, contract negotiations and marketing communications. He navigated BullsEye Telecom through the product expansions that took the company from providing just data services to voice and now Voice over Internet Protocol (VoIP).

As the previous Director of Marketing at Midcom Communcations, Mr. Loney helped lead the company's first integrated sales and marketing program focused on the commercial market for dedicated T1 voice and data services. He later served as a marketing consultant with NET-tel Communications of Washington, D.C., where he was responsible for the launch of a variety of products, including metered dedicated access Internet service.

Bill Edwards, Vice President of Customer Operations
Mr. Edwards' work at BullsEye Telecom includes key contributions to the design, development and operation of a highly automated order management and service provisioning system. His responsibilities include the continued development and operation of many of the non-IT-related components and management of the company's back office.

Mr. Edwards has held key operational management positions in product and business development at Frontier Communications, Excel Communications, and LDMI. While with Frontier, Mr. Edwards led development efforts leading to a successful launch of local voice services and products in the Ameritech service territory.

Rosemary Albanese, Vice President of Client Services and Support Systems
Ms. Albanese leads the customer service, collections and human resource departments. Under her guidance BullsEye Telecom has excelled in continually improving customer relations and satisfaction.

Between 1998-2003, Ms. Albanese served as Vice President of Operations for Telemarketing Concepts. Her responsibilities included the effective and profitable running of all U.S. call centers, and the executive guidance for all major company accounts. She also provided all supervisor/management training.

Tim Basa Vice President of Voice over Internet Protocol (VoIP) Sales
Mr. Basa is responsible for the development of the sales team and providing assistance with the market expansion of the Voice over Internet Protocol (VoIP) product. With his guidance, BullsEye Telecom intends to eventually bring affordable, business class VoIP services to small and large businesses throughout the United States.

Before joining BullsEye Telecom, Mr. Basa was the Vice President of Business Development of Telegration, Inc. There he was responsible for directing daily business activities in addition to driving new initiatives that increased profit through identifying new markets, opportunities, alliances and vendors.


Edward J. McNamara, Vice President of Alternate Distribution Sales
Mr. McNamara is responsible for leading the alternate sales channels, with a primary focus on agent recruitment and management.  With his guidance the agent channel has become a major contributor to the success of BullsEye Telecom.

Prior to BullsEye Telecom, Mr. McNamara held several executive positions throughout his career including Vice President of Sales at NETtel.  There, he was a key contributor to the growth of the company by increasing sales operations in 12 major markets.
