Leadership Team

William H. Oberlin, Chairman & CEO

Mr. Oberlin founded BullsEye Telecom in 1999 and has been the Chairman and Chief Executive Officer since that time. Under his direction, BullsEye Telecom has become the largest Michigan-based Competitive Local Exchange Carrier (CLEC) in the United States specializing in multi-location services. As BullsEye Telecom continues to grow, Mr. Oberlin helps provide the strategic direction into new markets, new technologies and new product offerings.

Previously, Mr. Oberlin was the Chief Executive Officer of Midcom Communications, which he joined in 1996. Mr. Oberlin played a key role in the turnaround of Allnet Communications (ALC) of Bingham Farms, Michigan. He joined ALC in 1988; by 1995 the company had tripled its revenue to $900 million when it was sold to Frontier Communications for more than $2 billion. At that time Mr. Oberlin joined Frontier, a multi-billion dollar national telecommunications company offering local, long distance and cellular services, as President and Chief Operating Officer.

Mr. Oberlin has invested in numerous start-ups and continues to be active in the management and direction of various technology ventures. He is a graduate of Rutgers University, New Jersey.
 

Tom Tisko, Executive Vice President

Mr. Tisko is responsible for the technical operations of BullsEye Telecom. His teams include the billing department, the network development and operations team, the provisioning team and the development and support of all BullsEye Telecom's operational support systems (OSS). His teams have developed many proprietary systems including automated order entry and provisioning processes.

Prior to joining BullsEye Telecom, Mr. Tisko worked at Electronic Data Systems Corporation (EDS) where he led and managed teams of system engineers in resource allocation, technical guidance and career development. He moved back to the Detroit area when he joined World Data Delivery Systems in Southfield as Director of Operations. Mr. Tisko is a graduate of Michigan Technology University with a Bachelor of Science. He received his Master of Business Administration from Golden Gate University, San Francisco.

Rosemary Albanese, Vice President of Client Services & Support Systems

Ms. Albanese leads the Sales Administration and Support, Client Services and Human Resource departments. Under her guidance, BullsEye Telecom has excelled in continually improving customer relations and satisfaction. She is responsible for all pre-sale and post-sale activities, including pricing, qualifications for voice and data services and contract implementation.

Between 1998-2003, Ms. Albanese served as Vice President of Operations for Telemarketing Concepts. Her responsibilities included the effective and profitable running of all U.S. call centers and executive guidance for all major company accounts. She also provided all supervisor and management training. Ms. Albanese has a Bachelor of Music Education from Illinois State University.


David S. Bailey, Vice President of Corporate Development


Mr. Bailey is responsible for the Marketing Communications, Business Development and Regulatory business areas of the company. In this role, he leads the strategic development of the company and its associated products, marketing, business expansion, regulatory compliance and service providers/partnerships.

Mr. Bailey began his 29-year career in telecommunications at MCI Communications and went on to serve in a variety of business and strategic leadership positions within the telecommunications industry for companies including Allnet Communications, Frontier and LDMI. Mr. Bailey holds a Bachelor of Science degree from Wayne State University and a MMPT certification from the University of Southern California, Marshall School of Business.


Bill Edwards, Vice President of Customer Operations


Mr. Edwards' work at BullsEye Telecom includes key contributions to the design, development and operation of a highly automated order management and service provisioning system. His responsibilities include the continued development and operation of many of the non-IT-related components and management of the company's back office.

Mr. Edwards has held key operational management positions in product and business development at Frontier Communications, Excel Communications and LDMI. While with Frontier, Mr. Edwards led development efforts leading to a successful launch of local voice services and products in the Ameritech service territory. He is a graduate of Georgia Military College.


Jerry Franks, Vice President of Sales Support
Mr. Franks is responsible for the development and management of the Bullseye Telecom sales team. In addition to this important role, he focuses on customer acquisition and up-selling of the company’s voice, data, wireless, VoIP and managed services nationwide with particular emphasis in developing multi-location solutions. He is responsible for driving the development of direct, indirect sales channels as well as strategic accounts. Additionally, he oversees the client relationship team.

Mr. Franks is a seasoned telecommunications professional holding tenure with BullsEye Telecom since its inception in 1999. He has steadily progressed from various sales and support leadership positions within BullsEye Telecom. Mr. Franks graduated from the University of Michigan with a Bachelor’s degree in Economics.
 
Tim Basa, Vice President of Sales

Mr. Basa is responsible for the development, direction and management of the BullsEye Telecom sales program, specially focusing on IP sales to the small to medium-sized business spaces. He oversees sales efforts for IP services including traditional voice, traditional VoIP, Hosted IP PBX and VoIP retail bundles through direct and indirect sales channels in strategic markets nationwide.

Mr. Basa is an award-winning sales and marketing professional with more than 17 years' experience in the telecommunications industry. His initial assignment with BullsEye Telecom was in 2005 as vice president of direct and indirect sales.

Mr. Basa has earned several industry accolades. In 2004, he was named a Telecom Master Mind by PHONE+ magazine and in 2007, Crain's Detroit Business magazine recognized him as a Power Seller. Earlier this year, he was selected as a Channel Executive of The Year by the readers of Channel Partners Magazine.

Richard J. Koslowski, Vice President of Finance

Mr. Koslowski is vice president of finance and  the chief financial officer of BullsEye Telecom. He joined the company in 2004 as director of finance where he was responsible for directing the general accounting, control and reporting functions. His extensive experience in the field of finance comes from various management positions in the automotive and engineering industries.  

Mr. Koslowski received his MBA in Finance from Wayne State University and a bachelor's degree in Accounting from University of Michigan, Dearborn.
